All India Institute of Medical Sciences (AIIMS), Guwahati, has issued a vacancy circular for recruitment to the post of Scientist C (Medical/Non-Medical/Research Officer) under the Health Technology Assessment in India-Regional Resource Centre (HTAIn-RRC). This is a project-based research position funded by the Department of Health Research, Ministry of Health and Family Welfare, Government of India. This is a fantastic opportunity for those with a background in public health, health economics, or medical research who are interested in working on real policy-shaping projects.
About the Post
HTAIn-RRC is involved in evidence-informed healthcare decision-making and policy-making, including public health research, health economics, technology evaluation, cost-effectiveness analysis, and systematic reviews. The selected candidate will join an interdisciplinary team working on health technology assessment in India.
Job Responsibilities
The role comes with a wide range of research and coordination duties. Key responsibilities include:
Planning, coordination, implementation and monitoring of HTA projects under the RRC
Systematic reviews, meta-analyses, network meta-analyses, and evidence synthesis using internationally accepted methods
Collection, validation and analysis of clinical, epidemiological, quality of life, costing and health resource utilization data
Contributing to health economic evaluations including cost-effectiveness, cost-utility, cost-benefit, budget impact analysis and decision-analytic modelling
Preparation of study protocols, statistical analysis plans, ethics submissions and technical project reports in line with DHR-HTA In guidelines
Development of technical reports, policy briefs, evidence summaries, manuscripts, and presentations for policymakers
Coordinating with state health departments, medical colleges, government agencies and other stakeholders
Supporting multicentric research projects, capacity-building activities, and stakeholder consultations
Organisation of workshops, training programs, and dissemination activities
Tracking project schedules, budgets and compliance requirements
Publishing research in peer-reviewed journals and presenting at conferences
Assisting with grant writing and funding proposals
Maintaining project records and ensuring adherence to Good Research Practices

Documents Required
Candidates have to submit the following along with the application form (Annexure I):
Annexure II – No Objection Certificate (NOC) – Mandatory for candidates who are working in a government institution/research project. This should be submitted in original at the time of verification of the documents. Candidates not having the same will not be permitted to appear for the interview.
Annexure III – Self-declaration of physical fitness (as the position involves frequent travel)
Annexure IV – Self-declaration of no pending/ongoing court case
All educational and experience documents claimed in the form must also be uploaded during online submission.
Selection Process
A first shortlist will be prepared for the candidates who are eligible in age, qualification, and experience.
If the number of eligible candidates is large, the principal investigator may apply further shortlisting criteria or conduct an MCQ/written test.
The selection will be made on the basis of performance in a written test and/or interview.
Electronic items like laptops, tablets, smartwatches, and earphones will not be allowed inside the exam/interview hall.
Key Points to Keep in Mind
This is a purely temporary project-based position, and there is no claim for a regular appointment at AIIMS Guwahati.
The term of tenure shall be co-terminus with the duration of the project and may be terminated with one month's notice from either side.
No TA/DA will be paid for attending the interview/written test.
This is a temporary post, and no PF, LTC, medical, or any regular employee benefits will be applicable.
Candidates working in a research project or government post should apply through the proper channel with an employer certificate about immediate relief if selected.
